Legally, he can ID in any manner he wants. This includes voice or any
other legal mode. There is no legal requirement to include a call in a
position packet, or any other.
This thought came to me from a past experience. I was using an older
KPC3 and, while looking for a work-around for something, I stumbled on
a document describing how to use tactical objects for special events.
An ID was sent out as required, but not in an APRS decodable standard
packet, to maintain legality. I'm just saying that this may be the
case here, maybe not.
