[aprssig] send APRS message from IRLP Node

I just uploaded a script to the IRLP Yahoo files area that can be used
to generate an APRS message from an IRLP node. The script runs on the
node and can be called by DTMF on the node frequency. If you don't own
your own IRLP node, ask the owner of the nearest IRLP node if he will
install and customize a copy of the script for you. It will send to a
specific station with a customized APRS message, so a number of copies
could be installed on the node. It doesn't generate a message based on
the DTMF. The to callsign and message are embedded in the script, so it
isn't Bob's APRS tt. However, it could be useful. With thousands of IRLP
nodes, there are potentially thousands of entry points already running.
Rather than a canned message to a specific callsign like in my script, a
more versatile one could send a message addressed to any callsign-ssid
based on DTMF entry.
