If you really have an emergency, change to the emergency symbol. If you
are going to test this, be sure to include something like "TEST" or "NOT
AN EMERGENCY" in the beacon and don't leave it running forever.
Do your best to include information about the nature of the emergency.
Words and phrases  like fire, car accident, plane crash, boat sinking 
etc. come to mind. Like any other kind of emergency, the more 
information you can provide, the better responders can prepare for the 
situation.

What do you do when you are walking down the street and you hear someone
yelling "HELP!" ? You look and listen. Duck if appropriate. Grab your
phone and dial (at leat in the US) 911 and report the situation if it
appears to be a real emergency. If you are viewinig an APRS beacon, look
and see if it just started up if if it's been running for days / weeks /
months or whatever. Does it include any other information? Can you
contact the person sending the beacon? If it isn't easy for you to do
that, fire a note off to the APRS SIG and ask if someone closer to the
situation can access it.
