Just a small clarification. UTF-8 is identical to ASCII for the ASCII 
values 0 through 127 - including the control codes below 32.

So mic-e, for example, if encoded / transmitted in UTF-8 still looks the 
same good old mic-e to an ASCII-only-aware parser. There is no need to do 
tricks like 'first encode the mic-e data as ASCII and then encode the 
comment text as UTF-8'.
