Some TNCs place an asterisk for every digipeater with the repeated bit set (in AX.25, all callsigns in the path that have repeated the packet have the repeated bit set).  The TNC2 monitor format only shows the last asterisk but this is only what was implemented (a TNC command mode, monitor format, etc. are options, not specifications).

So, bottom line is the TNC that was used to receive this packet indicated all digi'ed bits in the text representation of the packet which is perfectly acceptable as there is no monitor format in the AX.25 spec.  The spec describes the link protocol, not the presentation of that information.
