[aprssig] SKYWARN Recognition Day

I was at least planning to join a CQSRVR "SKYWARN" group for messaging 
contacts.  Of course, it remains really quiet if noone else CQs the group!

Send an APRS message to CQSRVR with a body like "CQ SKYWARN <your intro 
here>".  This will be sent to all other calls that have previously 
joined the group and you'll receive messages from people subsequently 
joining the group.  You'll be in the group for 12 hours.

PS.  Note that you now only need the "CQ groupname" once.  It is 
automatically included in all outbound messages allowing more room for 
<your intro here>.
