Is that a Tek 491 in the rack in front of him?

Wonder what RF frequencies that used for "Packet".

I know there were Dec PDP-8's used in the Loran navigation system for
signal quality measurements, early SDR's of sorts.  So wonder what
encoding scheme that "Packet" system used.
