[aprssig] APRS Simulated Emergency Test

I have updated the concept of an APRS Simulated Emergency Set
onto a web page with a link at the top of the main www.aprs.org
page. And I think I have someone working on an automated
SET message capablity that can be read on-line in addition to
live on APRS.
