That is an incorrect interpretation. The correct statement is that object names *must* be transmitted in a 9 byte fixed field with right-padded spaces.
THe operative word is "transmitted" and "format", whereas the name, once received, was always supposed to be interpreted without the padded spaces... when compared to all other "things" in the system.
