Yes, the bracket and cig plug power cable comes with the GPS. And he is correct, you have to have it in the bracket for the Argent cable to work.

At that price, I bought 4 of them plus the Argent interface!  One for every driver in the family.

What does the Argent warning that says something like this: "this only works if the GPS is powered by is bracket?" or something like that... 

Is that something that comes with the GPS?
