They are also heard by a number of Igates, so there is no reason to
use any path at all when at altitude if there is a way around it.  The
OT provides a way to avoid it, by using profile switching.

Each increment in the hop count generates a geometric increase in the
amount of traffic on the net.  This has an incredible negative impact
from a high altitude.
