[aprssig] Tickets CAD Version 2.8 b Beta is Available

Folks, adhering to an Open Source software philosophy of  "release 
early, release often", subject version is now available.  It's a total 
install, requiring an empty database.  Users needing/wanting to keep 
existing data please contact me.

This release fixes an APRS data problem in which position data may or 
may not have been processed, as well as several other issues.
