I just went through this D7/D700 command myself (sending emails through APRSLink). If you want to automate this, it goes like this.
With the D7 set up for APRS with the APRS TNC running, send this string into the PC port of the D7 (or D700)
The message CAT command:
AMSG 00,TO,Message of 45 characters total[CR]
OR for email:
AMSG 00,EMAIL,name at emailaddress.com Message after a space[CR}
Make the message whatever you want to monitor. Don't make the message longer than allowed for the D7 - this is 45 characters total including Address. I haven't investigated any error responses yet. The D7 probably responds with a ? if length is exceeded. I do know that if the radio is in the process of transmitting, it responds with a N and the message is not loaded, in case you want to send several messages in a row.
This CAT command loads the message buffer and initiates sending the message normally. The D7 does not need to be in Beacon mode for this to send a message, just with the APRS TNC on.
