[aprssig] APRS weather and servers

All, a bit over a month ago, we completed taking the APRS-IS Core 
servers to a verified connection mode, where a valid callsign and a 
passcode is required to send traffic into the system.

This constitutes anther step in returning APRS-IS core servers to 
Amateur use and brings us back in line with other services such as IRLP 
and EchoLink.  The Tier2 servers made this change earlier.  The Core 
servers delayed to allow yet another e-mail notification to be sent to 
all the users who continued to use the APRS-IS Core instead of migrating 
to the dedicated CWOP servers, or, in the case of licensed Hams, to 
encourage them to get a passcode and use it to report their weather data.

If you're reporting weather data directly to the APRS-IS Core servers 
and it's not getting seen on FindU, there's a chance you're not using a 
passcode.

If you need a passcode and don't know where else to turn, contact me 
off-list with the word "Passcode" in the header to allow me to find it 
more easily, and I'll try to help you.

If your weather software doesn't accommodate use of a passcode, please 
let me know and I'll try to work with the author(s) to get things set to 
right.

If you report via RF and are then igated into the Internet system, you 
are not affected.

I probably could and should have done some things differently to achieve 
a more seamless transition, but overall, things have gone well.
