[aprssig] Regulatory compliance stuff

Sorry if this is a bit off-topic, but does anyone know of a good book on 
FCC regulatory compliance?  Something that covers parts 15, 90, 95, and 
97 at least, with some explanation for non-lawyers.  I've got a ton of 
projects going (many APRS-related, of course) and it seems like a lot of 
them fall into categories where I'm just not qualified to interpret the 
law.  The constant debate about whether or not non-hams can carry 
trackers and what constitutes remote control is a good example, though I 
don't expect to find that much detail about Part 97.  I'm more concerned 
about subjects like DoC, verification, certification, and so on.

For that matter, if anyone can recommend a lawyer with experience in the 
field, let me know.  I suppose that's the surest way to get reliable 
answers, if I can afford them.

Oh yeah, my new 5-watt data transceivers are in stock now, both 2 meters 
and 440.  But the plug-in tracker/TNC isn't ready and I don't have the 
programming cables yet (to use the radios by themselves), so it'll 
probably be a little bit before I have them listed on the site still. 
They're nice little units, roughly HT-sized with 2-point modulation (VCO 
and PLL reference) so they're better suited for 9600 baud than many ham 
rigs.
