[aprssig] TRAFFIC

Hi all,

I have experimented writing add-ons for DIGI_NED and tried the Object approach, but now prefer doing it in Telemetry format as that gives a graph of usage over various time periods, and one can observe daily or weekly fluctuations. In this case it counts the packets received during the last ten minutes and sends that using telemetry format with an equation which divides it by ten to give a "packets per minute" figure.
