I guess technically, if you call the charger circuit built in to the
radio the charger, you're right and I'm wrong.

In the context of the original question, which was does it come with a
charger and can I transmit with, I'll stand by my answer of no.  I've
had my battery go dead while on the charger factory wall-wart, with
the radio and TNC on.
