[aprssig] WIDEn-N vs. RELAY,WIDE

If the smaller increment is first, won't it not allow
the larger increment to even be used?  
The 1-1 increment will be used up and then the digis
that already heard the 1-1 will ignore the 2-2 that
comes later?
