 What about those 433MHz data modules?  You'd need two of
each for two-way data, but if only needing GPS - to - unit(s), then a
pair will do.  You'll also need to convert to/from TTL (easy), but
I think they're not too expensive..  Probably have a bookmark
somewhere...

something like this

works on the ISM band.  I guess theoretically you can have multiple
receivers, but I've never played with them.
