Hmmmm! (An expression sometimes used within the technical community to 
imply - falsely - deep thought.)

Tickets, our F/OSS CAD, is part way there.  It's open source, does 
GMaps, and has an APRS interface via a remote call to aprsworld.

And, I've been playing with the thought of running an/the APRS daemon, 
etc, co-hosted on the Tickets server to populate the database and sundry 
other good things.

But there's the bay calling.  Sooooo, again, Hmmmm!
