We have code in Xastir to decode that now.  It hasn't been fully
tested and doesn't do anything with the datum yet.

Depends on the use.  I can imagine uses for SAR where one could
average on a clue for a few minutes and then send a better position
than "standard" GPS positions.  Evidence searches and the like.
