[aprssig] APRS-XO proposal

If anyone's going to write a transmit-only tracker application, can it 
PLEASE use UDP?  If it's not kept open all the time, a TCP connection is 
going to require 3 packets to connect, 1 packet for data, and 3 packets 
to disconnect.  And keeping it open all the time probably isn't a good 
idea for a device that might be moving from one network to another all 
the time.  You probably don't want old positions stuck in buffers, either.

With UDP, you just throw a single packet on the wire and it either gets 
where it's going or it doesn't.  There's no state to track, no 
continuing memory usage, and no connection overhead.
