[aprssig] More WIDE1 network Issues

Saw a packet today that came back as:
WXXXX>APRS,DIGI1,DIGI2,WIDE1,DIGI3,WIDE2:...
Im having troubles thinking of how two digis can get in before
the WIDE1. Im guessing a missconfigured UIDIGI ROM which can be
incorrectly setup to digipeat an already used up WIDE1-0 one
more hop?
This is another thing to watch out for and track down. This
turns all 2 hop packets into 3 hops, and all 3 hop packets into
4 hop QRM.. But you only see it if you are watching the raw
packets...
