Outstanding initiative! Lessons learned here will go a long way in establishing a more unified and consistent service to others (such as RACES/ARES).
I'm hoping that you get interest from RACES/ARES folks. They could see first hand how APRS could be used and I bet that they will be surprised with all of the things that they see.
