[aprssig] Nuvi messaging

The Tracker2 (either the OT2m or T2-135) is the only APRS device (to my
knowledge) that handles the Garmin binary protocol at all, so you're
going to need one of those for starters.

You'll also need a cable (https://buy.garmin.com/shop/shop.do?pID=1449)
to connect it. No promises on 100% compatibility with the 650 yet,
since I've only tested the 350. Maybe I'll pick up one of the bigger
ones to demo at Dayton. That's the thing about Dayton - if I don't feel
like packing it up and bringing it back, I can just slap a 'discounted
demo unit' sticker on it Sunday and be rid of it in short order. =]

I haven't released any updated firmware to support the fleet management
interface yet, but maybe I'll post a beta by the end of the weekend.
The 350 did display waypoints just fine without any firmware changes,
though.

For the record, the cable needs to be wired to a DB9 female - yellow to
pin 2, white to pin 3, black to pin 5.
