[aprssig] Band hog?

[Hutchinson Bill]

As reported by aprs.fi:
  300 positions per hour
  750 packets per hour
  90+ miles per hour

Thats a new position report every 12 seconds !
I was worried about putting one out every minute.

Just my 2 cents.
