[aprssig] ISS status?

I saw this on the ARRIS sig... Maybe this has something to do with it?

We just had a pass over North America with no stations getting a digi
through. I followed the last 3 passes both on the air and findu and
everything was fine. Is this normal? Perhaps they shut it down again?
