Semantics:  fill-in digis ONLY operate WIDE1-1 and their own callsign (and
maybe "SS"1-1).

Fill-in digis will not show a "S overlay" on a digi star map symbol.  Digis
showing the "S overlay" on their map symbol will operate traceable WIDEn-N
and "SS"n-N.  For example, in the Northern half of California, "SS"n-N is
NCAn-N, as in NCA2-2.
