[aprssig] Spain DSTAR Digipeater

It appears that someone in Spain has again activated their digipeater
with the DSTAR alias or callsign.  Since there is no position beacon for
this digipeater, I am again asking via the SIG for the sysop to
reprogram their digipeater so it does not use the DSTAR callsign.  This
digipeater was taken off the air soon after my previous post so I am
hoping that the sysop does monitor this SIG.  Again, the reason to not
use DSTAR as an alias or callsign is because it is being used to denote
packets originated on a D-STAR network in the same manner that TCPIP and
TCPXX denote packets originating on APRS-IS.
