[aprssig] Accuracy of data on APRS

maybe its time for the US to join the majority and switch. I would pay 
money to see that happen :-)

With metric system everything is base 10, cant much simpler than that.

Is the American inch the same as an English inch? I ask because the 
USgallon is not the same as the Imperial gallon
