[aprssig] APRS Decoder Perl Code

It's difficult to find the Ian Wade APRS Decoder program via Google
these days.  Ian edited the original APRS spec and wrote this
program to help him understand the protocol better.

I uploaded my copy to an ftp site so that it is more widely
available.  It's a great learning tool for understanding APRS packet
formats.  It should run on any machine with Perl5 installed.  Snag
it from here:

The last time I looked for it I think I found it on the TAPR site,
but Google isn't finding it now.  Ah, found another link:
