[aprssig] Setting up a KPC-3+ with a Davis WX station

I have one of these Wx stations and the TNC must be in "transparent" 
mode for any of the data to be transmitted .The data logger  comes from 
Wx console to the TNC. This way it can act as standalone Wx station
