[aprssig] DIGI 8.3 WIDE1-1 bug?

No, it was not there before.  It should not beneeded with a
KPC-3+ (unless there are some early ROMS that I have forgotten
about).  Yes, once I saw this bug, I have added WIDE1-1 to the
UIDIGI alias list.

But my question is whether there are some early 8.3 roms out
there with this bug.  I think I rememebr there are, and so my
docs need to be updated... But I forget the details.
