I think, such solution would restrict cross band repeater to special use 
only. If VA is used just to call and QSY, then we need another repeater to 
make QSO. Also stations calling from VHF side could collide with packets on 
UHF APRS channel.
I think, would be difficult to make tx on UHF APRS channel with PL for cross 
band transmission and without PL for digipeater transmission. Otherwise 
would be the same what is my neighborhood (not SP3LYR, my AB9FX), all 
stations repeated by local W1 seems to work with VA. They are not, just W1 
transmitter is working with 100Hz.
Just some thoughts. Great for emergency, idle for regular communication.
