I can't tell if that's blue duct tape, or blue masking tape, but I used to 
use a blue duct tape at work made by a company called Abatix that will 
stick to damp cement.

And I would've gone to Dakota Digital and gotten some cool BLUE VFD 
gauges.   Made in my former (and much colder) place of residence, Sioux 
Falls, SD.
