Seems like it wouldn't have to be THAT hard.  Stick a little SOT23-size 
PIC in there between the main processor and the PLL, and program it to 
enforce a set of rules on the commands that can be passed.  Sure, it's 
not failsafe, but it ought to count as due diligence.
