[aprssig] SSID for RF only Station with backup power

Now that is a good idea.  The "civil defense" symbol is an
overlayable symbol.  It was not necessarily required to be
"civil defense", but that was the best descriptor I came up with
in trying to describe what the basic symbol should look like.
Also, since the symbol character is a "#c", I thought that
"civil" was a nice match.  That is, a  WHITE triangle within a
BLUE circle.  The Overlay character shows nicely in the middle
in red.

That would be a nice symbol for an emergency powered station
that is intended to be operational during emergencies and loss
of power.  Maybe we could suggest an overlay of "E" for
emergency powered station.  Right now, we are using these
overlays for that symbol:

R = RACES
C = CERTS
E = Emergency Power?

But for those APRS programs that allow overlays on all symbols,
then the overlays for the HOUSE station symbol could be:
B=Battery    E=Emergency Per   G=Generator   S=Solar    W=Wind
