[aprssig] Why Is It ? (PCSAT)

In order for it to show up on that web page an I-gate (satgate) needed  to hear the packet, too.  Since PC-SAT has been inop for a while  and only recently became semi-usable again, many of the I-gates may not  be on right now.  Hopefully that'll improve in the next few  days.  Try again on the next pass.
