You *CANNOT* convert a non-computer USB peripheral (such as a GPS) to 
work with a non-computer serial device (such as a Kenwood D700 or 
TinyTrak) with a USB-to-Serial "dongle".     These converters are not 
just hardware devices -- they depend on a complex multi-layer stack of 
software drivers running in Windows (or some other OS).
