Almost.  Two digipeater hops in all directions are plenty for routine use.
Courteous two hop paths are
Base or Home: WIDE2-2     Mobile or portable: WIDE1-1,WIDE2-1

Three hop paths are not helpful on the already congested VHF frequency.
WIDE1-1,WIDE2-2 is a three hop path.
