Must be Perl day today...

I have Perl scripts that send Objects.  Lots of them.  You can see
it in the Quake objects, the Fire objects, lots of Weather objects,
etc, most of which are sent to Firenet.  Perl is great for that.

As far as XML, yea, Perl can do that very well.  Check out the XML
modules for Perl on CPAN.
