As odd as it feels to defend a Windows app (:  this could easily be  
xastir or some other unix app.  Not sure if the specific announcement  
audio is a clue to which platform/app is doing it.

Any rig with a sound card interface and VOX (either in the radio or  
in the PTT circuit) could be the culprit.
