I suspect it is the coma between the url and the port number! Drop the 
comma, use a colon ":"  without the quotes of course. I have no idea 
about the "server-sr" but the filter command string should be "filter 
a/49/-125/45/-117 p/kd7cao p/wb4apr"

I've never used aprsd, but do know the server needs the colon between  
the url and port number as "rotate.aprs2.net:14580"

Let us know for my curiosity, :-)
