You've managed to make the most important part of the site TOTALLY 
INVISIBLE to search engines.  

Search engines don't do OCR to extract text from pictures.  Placing the 
key text (rules) as a GIF graphic makes it invisible to search engines, 
and also unusable to text-to-speech screen readers for the blind. 


If you want to emphasize it, place the text (as text) in a single-cell 
HTML table and change the background color of the cell.
