Which software package?  The NOAA Shapefiles we use in Xastir are
lighting up properly.

There was a change to the structure of the NOAA Shapefiles, I think
in 2005 sometime.  We had to make a corresponding change in Xastir
to continue to use them.  It was a change in the structure of the
DBF files that caused it.
