Yes. He could use the TT or OT with the Alinco when desiring transmit- only 
operations; then use the Alinco, built-in TNC, and a computer for full APRS 
with messaging, etc. Certainly, he could use the Alinco "as is" for 
transmit only, test things out, but I would suggest the TT or OT to improve 
reliability and minimize useage on 144.39.
