[aprssig] APRS high speed

I setup a Kantronics D4-10 with a Gracilis PackeTwin with APRSD running a
feed from all of Germany as a test and it worked fine.  The data rate was
3k8 on average and there was no problems sending posits in that busy of a
stream.  I was receiving this on my Kenwood TH-D7A which had no problems
keeping up.
