[aprssig] Opentracket psk31

It's BPSK31.  Haven't used that program myself, so I'm not sure how it's set
up.  In DigiPan there's not much to it - just set the mode and it works.
Keep in mind that there's a long lead-in with just null data before it sends
any text, so be patient.
