Yes.  Exactly what I was thinking.  Use one of the trackers used for
fox hunting, for tracking your bird dogs, or for tracking wild
animals.  These are usually in the VHF range, and some are designed
to run for a year or more on one set of batteries.  They're rugged
and small.
