APRS-IS is not the "traffic cop" for local RF networks.  I hope IGate
authors and sysops do not consider filtering packets they gate _to_
APRS-IS.  APRS-IS is predicated on the fact that _all_ heard UI packets
with a control of F0 are gated to APRS-IS.  Introducing a filter at the
IGate for packets from RF to APRS-IS defeats this foundation premise.
